The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for an Air Quality Specialist (Natural Resource Specialist 1) in Bend, Oregon.
DEQ has a centralized policy and planning component and regional offices to accomplish its mission. There are 3 regions (Northwest, Western, and Eastern); this position is in Eastern Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!
You will verify compliance with environmental rules and regulations, and provide technical assistance to the public. You will investigate open burning activities, respond to air quality complaints, perform inspections at industrial sources, and review reports submitted by permittees.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in environmental sciences, natural resources, or a closely related field, OR 3 years of experience in an environmental science or natural resources field.
Candidates who are most competitive will also reflect the following:
  • Excellent verbal and written communication skills; demonstrated ability to write reports and letters that are easily understood by the public.
  • Excellent math skills; demonstrated ability to perform emissions or production calculations.
  • Experience in providing excellent customer service.
  • Experience in providing technical assistance to industry, public, and governmental agencies on environmental laws, procedures, and issues.
  • Experience investigating air quality or environmental complaints, documenting violations, and writing inspection reports.
  • Demonstrated proficiency in MS Excel and demonstrated experience maintaining databases.
  • Experience enforcing air or other environmental regulations.
Working Conditions:
Work is performed primarily in a professional office setting. There will be some physical outdoor activity involved during field activities, inspection, and investigations at industrial, commercial, and private residential sites. Outdoor work may include adverse weather conditions; exposure to pollutants, chemicals, airborne contaminants, and contaminated soil, water, and fumes; fall and tripping hazards; climbing of stairs to gain access to multi-level facilities; and substantial walking. Occasional lifting of 25 pounds and occasional standing/walking for periods of greater than 4 hours will occur. This position requires occasional travel on State business for fieldwork, assessments, meetings, inspections, conferences, investigations, and public hearings, including some overnight stays. Meetings and public hearings are often held in the evenings.
